Jobsite Material Security.

Prevention, detection, and documentation of construction site material loss, with concentration on nonferrous metals. Marking and traceability systems, secure staging, scrap dealer reporting requirements under ORC 4737.04, and evidence preservation.

Instruction in BSS 175 includes supervised visits to a cooperating scrap yard, at which students observe intake procedures and documentation practices. The cooperating facility is identified in the course syllabus. Students do not handle material during site visits.

The program addresses a category of loss that is frequently underreported; BSS 162 includes a unit on internal reporting systems and the documentation required when a suspected party is an employee or subcontractor.

Graduates

Copper walks off a site unless someone marks it and logs it. The scrap-dealer reporting law is the part that actually recovers it. I have cited it twice this year.
