Channel 21

Tolliver County Educational Access

Channel 21 is the educational access channel on the Tolliver County cable franchise. The channel is designated to the College under the franchise agreement between the county and the cable operator. The College is not a broadcaster and Channel 21 is not a television station.

The channel is carried on the cable system only. It is not available over the air, on satellite, or on streaming services. Carriage on the operator’s internet-delivered tier is not required by the franchise agreement and is not provided.

The Board of Trustees’ meetings are not cablecast. The Board has declined cablecast; recordings of its meetings are not made. See Minutes of the Board of Trustees.

The Bulletin Board

Slides are accepted from College departments, recognized student organizations, and Tolliver County governmental and nonprofit organizations. Commercial submissions are not accepted. There is no charge to submit or run a slide. Format requirements, review schedule, and submission instructions are stated at Submit a Bulletin Board Slide.

Equipment and operations

The channel is played out from a single dedicated computer in Room A-206B, maintained by Information Technology. The character generator was replaced in 2023, having been installed in 2011. The music bed is licensed through the same noncommercial agreements as WDRO-LP 101.3 FM. The remaining approximately two hours of daily schedule are unallocated; the channel continues to carry the Bulletin Board during that time.

Recorded content is produced with two camcorders and a portable audio kit held by Marketing and Communications and booked through ext. 2280. The College does not maintain a production studio, a control room, or an editing suite, and cannot support outside production requests. Recording of an event is at the discretion of Marketing and Communications and is not guaranteed by scheduling an event.

Recordings are retained 30 days unless the originating office requests archival deposit.

History

The College operated a closed-circuit system, designated BCAT-TV, between 1988 and 1997, carrying announcements to monitors in the corridors of the former Institute building on Ansel Street. The system did not move with the College to Corliss Pike. Channel 21 was designated to the College in 2001 upon renewal of the county franchise.
