Hollis Enfeldt has served as Instructor, Toll Crossing Administration since 2015. Prior to joining the College he was operations manager at the Ashtabula County Bridge Commission from 1996 to 2014, where he oversaw crossing operations, staffing, and compliance documentation.
He teaches TOL 110 (Toll Collection and Reconciliation) and TOL 205 (Refusal of Passage and Appeals Documentation). TOL 205 covers the legal basis for refusal of passage, required documentation at the time of refusal, the chain of custody for records, and the appeals process applicable under Ohio law.
He serves as the College's representative to the Ohio Association of Toll and Bridge Authorities. This appointment reflects his ongoing engagement with operational and regulatory developments in the toll crossing field.
Before his appointment at the Bridge Commission he operated a private crossing for eleven years; the crossing is not named in College materials at his request.
